if an auto dealer fraudulently submits loan papers with false information concerning sources of income in order for a consumer to get an auto loan, is this a violation of consumer rights?

If the falsity was made after the borrower executed (signed) the loan documents, it might be a violation. If it was made before the borrower executed the loan documents it could be a violation by the dealer and fraud by the borrower and the dealer.
