IS it legal for cell phone companies to charge you fees for cancelation of secondary lines of service?

If the contract says they may do it, and you agreed to it, then it's legal. If it isn't in the contract, then they may be breaching the contract. You should probably take your cell phone contract to a lawyer and get an opinion.
