chain letter

What exactly does a letter have to have to make it not a chain letter? I received a letter that asked you to buy 4 different reports from people for $5 each. It then asked that you try to get other people to do the same moving your name in the first slot and so on. They said it is legal because you are actually buying a report. Is this true? Thanks for your input and time :)

Contact the Attorney General's Fraud Division in Jefferson City. They can be reached at 573-751-3321. They can assist you in dealing with these chain letter people.

Another resource available to you is the United States Postal Inspector's office. However, I would start with Jay Nixon's office. Mr. Nixon has been very effective in stopping fraud and has been very helpful to a number of my clients in similar matters.
