Legal Question in Consumer Law in Missouri

We purchased a boat. My husband wrote a check for $20,000 in exchange for the boat and a bill of sale but no title. We are now trying to title the boat in our names and have been told by the license bureau that they cannot transfer ownership because we do not have a title. The prior owner is unresponsive. What is our legal recourse?

It sounds like you will need to sue to quiet title or sue the seller for the $20,000.
