i would like to know what action i can take against a internet site that did not honor its warrenty or its refund policy?

Its a good question but its long on question and short on facts. Lets assume you buy something for less than $3000 from the internet, and the company fails to live up to its warranty policies. You have the right, under Missouri law, to sue the company in Small Claims Court. You can do that by going to your local county courthouse and filing a petition. The cost is usually under $30 to file, and there is another charge for service of process. Usually process is served on out-of-state residents by mail. You will get a court date. You will need to show up on that date and tell the judge what they promised and what they delivered, and the judge will probably ask you questions. If he thinks you've proved your case, he may issue a judgment on your behalf.
Collecting the judgment may be the hard part. A Small Claims judgment is hard to collect, but a reputable company will pay it. If it does not, you can turn the judgment over to a collection attorney in the state where the company resides and allow him to collect the judgment for you.
