Towing
Police called a tow truck NOT at any parties request, car did not need towed, Tow truck driver made Party pay $75.00 for ''call'' or would take vehicle, and charge $200 for tow and keep car till $75 paid, is this LEGAL

No. It's extortion. It also violates Chapter 407, RSMo., the Missouri Merchandising Practices Act. Sue them in small claims court for your $75 and make a claim for punitive damages in the amount of $200. If you did not call the tow truck, and the cops did, the cops are responsible for the $75 tow fee, not you.
