can a debt collector harrass you at work by calling and coming up to your work?

What you describe appears to be a violation of the Fair Debt Collection Reporting Act (FDCPA) as a collector may not call your place of work without your permission. You may want to consult directly with an attorney to explore whether it is worth your filing suit against this collector.

The law distinguishes between creditors and collectors. A creditor can call you at work and can do lots of things that a collector cannot. However, if a creditor (i.e., the person to whom you owe the money) harasses you, that will likely violate civil and sometimes criminal law.

IF a collector is a debt collector (Acme Collections hired by Master Card lets say), and they are collecting a debt for someone else, you can stop this harassment by sending them a certified letter citing the Fair Debt Collections Practices Act. You can find more information at www.ftc.gov
