can a city issue a warrent for non payment of utility bill

You did nto indicate waht type of warrant you are talking about. If there is evidence that a crime has been committed, (such as turning gas service back on after it was shut off for nonpayment), a Municipal Court judge may sign a search warrant. Merely being behind on one's bill, is not usually sufficient evidence of a crime to support an arrest warrant. However, if somone had been summoned to state or municipal Court for a civil action to collect an overdue utility bill, a defualt judgmetn might be had by the utility, If that person also failed to appear for a debtor's exam, they could later be the subject of an arest warrant.
