Collecting child support after proven it is not his child.

In the past, someone my boyfriend was seeing had a child, and his name was put on the birth certificate. Child support was being collected from him--however he would not pay it because he did not believe it was his child. In court, it was determined by a paternity test that, in fact, it was not his child. He was still being charged child support, (and not paying it) which made a bad mark on his credit history. Now, they have stopped charging him further, but he is still in debt about $15,000 to them. Is he responsible to pay this, even though it is not his child?

Does this question have to do with Missouri law? It is not clear from the header. If so, there must be some determination of paternity either by a court or by the State administrative agency before anyone can be "charged" child support. In either event the putative father would be entitled to due process (notice, and an opportunity to contest the issue). If you can provide more information, I am sure that an attorney would be able to provide a better response.
