Federal Student Loan

Is there an exception to the court order requirement to garnish wages if the debt is a federal student loan? In otherwords, can the collection agency garnish directly on Federal Student Loans or do they need a court order?

All garnishment arises from a judgment. A judgment arises from a court order.
