If a judgement has been made and a bank account has been frozen. Are there any options available that would allow the person to open another bank account or work out a way to make payments without freezing another account?

Yes. You can open a new account at a different bank. You may also go to the sheriff's office and file for your exemption. Finally, you or your attorney can contact the creditor's attorney to see if they will release the bank account garnishment upon a voluntary payment plan.
