Can my local bar turn a late tab and get me charged with theft

Getting charged with a crime is not the same a sgettign convicted. It is impossible to predict if some officer somewhere might be convicned to arrest or charge some person with any particular crime. It is concievable that a person who does not pay a bar tab, might be charged with theft by deception, or fraud. But, it seems more likely that most police agencies would deem this to be a civil matter, and leave the bar to sue to the patron in civil court.
