medical bills

my wife used her debit card to help my 18 year old daughter pay on a medical bill and now her paychecks are being garnished because of it,is she liable for this debt?

No, unless your wife agreed to be liable for the debt. Object to the collection agency in writing, and if no resolution within 10 days sue the Collection agency.
