what happens to a person if his car goes to collections, he keeps it thinking he can get caught up now 2 yrs have passed what's the legal ramification and how does he get out of this

Based upon the few facts you provided, the easiest olution would be to pay the debt, and get a written release from the creditor. If you choose not to do this, you should consult directly with a civil practice attorney, in your area.
