If I have set arrangements to pay a certain amount every two weeks for a debt, and change the amount I am able to pay due to my current circumstances, would they deny the payment or re-start the garnishment process. Also I never received a notice or email to sign, it was only a verbal arrangement.

If you agreed to make a certain payment in exchange for the judgment creditor not garnishing, paying less than that, releases them from the obligation not to garnish. Accepting payments of a lesser amount doesn't prevent them from garnishing, since you already owe the judgment. It has been my experience that creditors (or their attorney) will allow a temporary reduction in payment, if the debtor shows, instead of just tells them the reason why one or two payments will be smaller.
