Legal Question in Credit and Debt Law in Missouri
If I have set arrangements to pay a certain amount every two weeks for a debt, and change the amount I am able to pay due to my current circumstances, would they deny the payment or re-start the garnishment process.

As it appears that you will pay less than the agreed amount, the creditor can be free from their promise not to garnish. It would s impossible to predict if your particular creditor will do that the first time you pay less than the agreed amount. They aren't obligated to accept less, but they probably will. As they already have a judgment, aceppting less than the agreed amount will not prevent them from garnishing or executing on the debtor's assets.
Good luck
