If a person is being sued and summoned to small claims court court, can they appoint someone other than an attorney to represent them?

In a word: no. Only an attorney may represent a third person in court. You can bring any witnesses you like, and people who are aware of the facts, but if someone wants to "represent" you, they have to be an attorney.
