What does in mean when it says 10% of cash bond is denied?

Often when a warrant is issued, the detainee can get out on bond, by pailing 10% of the bailment in cash. In some cases, the judge decides to not allow that lesser amount to be effective. Therefore, a person detained by such a warrant, would have to supply a surety, (maybe through a bondsman or insurance company) or pay the entire bailment in cash or negotiable check, in order to be let out of jail.
