Warrant heretofore stayed is issued against Respondent - what does this mean

It appears that a warrant has been issued for the Respondent (whoever that is) and the Respondent is subject to being picked up and taken into custody. From experience, this sounds like a domestic case in which one party has filed a Motion for Contempt. the Respondent will need to hire an attorney to get the warrant cancelled or face the necessity of posting bond or perhaps even taking other actions (purge the contempt) to be released from custody.
