Who is the boss of an elected county prosecuting attorney?
If you have a problem with a county prosecuting attorney; (they refuse to charge someone for threatening to burn down residential care facilitys in Missouri) who can you report them to?

Elected officials answer to the electorate. That usually means reporting the refusal to prosecute to the press or video media. You might trying lodging a complaint with the state attorney general's office.
