If you call the police on your partner for theft and they end up returning the property. Can you reverse the charges on them?

I am not sure what you mean by "reverse the charges." If you have claimed that property was stolen, you can report that it was returned to the same law enforcement agency that took the initial report. The return of the property can sometimes make a prosecutor less interested in pursuing a charge. But, once you file a police report, the criminal case belongs to the state. You do not have the power to pursue or dismiss charges. A civil suit belongs to you. If you sued your partner in civil court, over the property, you can opt to dismiss your suit when the property is returned.
