I do not know where you are coming up with these phrases, but the Missouri Revised Statutes set forth all of the state's statutory criminal laws regarding controlled substances. The Federal government has its own set of laws in this area (the United State's Code). Each County also has its own set of Ordinances which may include laws covering some of the same topics. Finally, many municipalities also have Ordinances which make it illegal to possess, manufacture, sell, etc. . . . controlled substances. The penalties a defendant would face for any such charge would depend upon what law he or she is charged with violating. Possession of a small amount of marijuana for example might be treated as a municipal offense and the defendant might only be facing a fine of $500. Or, the same facts might result with the defendant being charged with violating the state statute and the penalties would be more substantial. If you or someone you know is facing anything like this at all, a criminal defense attorney should be consulted and hired.
