Can I be charged for driving on suspended or any other driving charge based on car description and hear say?

A cop came to my came to a call at the apartment across from my apartment and saw my van at my complex, and asked my neighbor who drove the gray van. My neighbor told them my name and said I did. Well he says that he had tried to stop the van 2 times a few months before and the van did not stop, he never seen me actually driving or stopped the vehicle accused but after leaving my apartment complex he must have wrote tickets to me. Although I never received copies in the mail I got failure to appear on the charges. To add to this issue while I was in jail for the failure to appear they also issued resisting charge for driving away from the officer as well! Even though I have never been stopped by an officer and The tickets states a van 10 years difference in make/model than ours.
