can one county charge you for a crime that happened in another county in the state of missouri

There are few things that a County can't charge someone with. The Queston is; does the defendant have grounds to get the charges dismissed. In the facts you described, there may be a chance to have the charge dismissed. Your attorney may be able to point out the geographical error the prosecution has made, or argue that they have the facts wrong. In the second case, it may have to raised as a defense at trial.
