Criminal Charges and Drug Deferment Programs
If charged with possession of drugs (marijuana), can I, myself, go to court and get charges dropped by submitting to a drug deferment program or drug testing?

Depending upon the exact charges against you and the county you are in, it may very well be possible for you to appear in court on your own, and ask the judge about "drug court" or whatever they call the drug deferrment program in that jurisdiction. However, this might not be your best option. You should definitely consult with an attorney before you make any decisions. good luck.
