Harassment
If someone is trying to get in touch with someone else by phone, about a home that is in joint names, to let them know where things stand, but are not leaving messages or hangups or anytype of threats, has not threatened or even spoken to this person, has not had any verbal contact with this person, until recently and the other person, not making the calls, has cornered this person in a public place and made a threat, which one would be doing the harasment? The number has shown up on caller id to the person who has made a threat. The person calling is not trying to harass, is only trying to get in touch with the person who is joined with the property to keep them informed of how things are going. Not at all harassing the female. Never has tried to call or speak to her in public.

Your message is both vague and confusing. I think that you are trying to ask if one person or another would be considered harassing the other. But, you have so deeply disguised the characters, that you run the strong risk of any attorney giving you advice on an incorrect interpretation of your situation.
Perhaps you could describe the situation in a story form, with made up names for the actual people. In this story, you could describe the type of property it is, what information the person making the phone calls is trying to get across, as well as the actions of everyone involved.
