Hearsay Evidence?
My ex-wife took a pipe she said was mine to the police in her county. Now they are charging me with poss. of drug paraphanalia. Can the prosecuter file charges when someone alleges a crime was committed despite the lack of a witness or proof of ownership (such as in my case) of the criminal property?

The answer to your question is that "they" can charge anyone with anything. The real question is, do you have a defense to the charge? I strongly suggest that you consult with and hire a good local criminal defense lawyer to represent you. This is certainly something that you do not want to have on your record. Good luck.
