is it illegal for a parent to use a child's ssn number for things after the child has reached the age of 18 and is no longer living with the parents?

The phrase "use the number" is vague. What use?
A parent shouldn't be using the Childs ssn information for anything not related to the child even when they are a minor. Perhaps if you repost your question with a clearer description of the use in question, someone here can give you a more direct response.
