what are the legal implications if a minor using her sister's ID purchases tobacco for herself and other minors?

Depenmding upon the age of the minor, she could be arrested and charged with violating a municipal ordinance, a county ordinance or a state statute. Or, the authorities may elect to drag the minor through the juvenile court system. Either way, it could be a very costly mistake.
