Can a light company deny a person getting utilities turned on if he or she lives with someone that has an over due balance?

It is common for utilities to deny new service or require a large deposit, when one tenant has an outstanding balance. That may be improper. But, if someone can afford to prosecute a suit and appeal, they can usually afford to pay the debt.
