If a person committed mental & emotional abuse towards a child & it can be proven, can that person be charged with child abuse even after the child has reached 18 years of age?

Depending upon the crime committed, the statute of limitations is tolled (frozen) until the victim turns 18. So, it matters how old the victim is. If they're over 21, it us unlikely that the perpetrator will be charged with a crime. But, the victim should still report the abuse to the Police.
