Legal Question in Criminal Law in Missouri

Want to start a petition in a city where a 34 year old man gave a 15 year boy prescription medicine that killed the boy. The local police have done nothing to charge this man and he is in a residential neighborhood full of children. How do I legally start this petition. Thank you for your time and advise

I would need to speak with you in order to give you an accurate evaluation of whether or not you may have any type of claim or whether you should pursue filing charges with the authorities. There may be a civil claim available in which you file a petition for damages (money). This may also be a situation in which the appropriate authorities should be notified so that they can consider filing criminal charges.
