Legal Question in Criminal Law in Missouri

I have a problem and don't know how to resolve it. Back in 1992 I was arrested on a felony charge and had a public defender. He call me and said that he and the prosecuting attorney had made a deal that if I plead guilty and served 2 years unsupervised probation it would be just a misdemeanor. I went along with this, Now 18 years latter I am on disability and Missouri Vocational rehabilitation has sent me to Oklahoma to go to school. I choose The gunsmithing program because I am very interested in target shooting and would like to get involved in coaching youth groups for scholastic shooting sports.

Now after 18 years of buying and selling guns with no problem I started summer school and had received all the acceptances from the college. All of a sudden I get a denial from N.I.C.S and find out the records show the felony. I can not receive a Federal Firearms License with this. The court clerk says it only shows a misdemeanor which will not hurt the application but a letter from the judge says I pleaded guilty to a felony and that I served 6 months in county jail, Which I did not. The only thing I can think of is there is a mix up on identification because there are several Robert Williams in Jasper county. I think I Can have my record expunged but as I'm on disability I can not afford the attorney fee's. The judge also shows a felony on bad checks, I have had a couple misdemeanor ones but never a felony.

I have been working on go to college now for over a year and a half and it is all going down the drain. Do I have to go through the rest of my life on disability for a judge that did not finish what I was told would happen.

I would really appreciate any advice on this because Classes start in August.
