What if...?
What happens if you get pulled over and whatever happens, and they say to you, ''Do you understand your rights?''-what happens if you say no? Can they technically take you to jail, or arrest your or anything?

You asked very loaded question. IF you are asked if you understand your rights, and answer "No". there is nothing in that exchange that prevents an officer from aresting you, if they had cause to arrest you otherwise. If there is probable cause to believe that a person committed a crime, the fact that the person sys they do not understand their rights, does not preclude arrest. It could possibly put doubt in the admissability of a confession that an arrestee gives, if they claim to not know their rights, but it does not prevent them from being arrested.
