If you are a fugitive from justice, there is probably a warrant issued for your arrest. This warrant is entered into several nationwide databases. If you are ever pulled over, or detained by a law enforcement officer for any reason, and a check is run, which almost always happens, then the warrant will show up and you will be taken into custody. There is no seven year time limit. There is no time limit at all. You have suspended the running of any time limits by your failure to appear in court or otherwise as required by law. Also, it will not matter if you are arrested far away, in a different state, you will be held and the state in which you are charged will be contacted regarding extradition. No matter what the initial problem is, it is almost always better to retain a lawyer and then make arrangements for a voluntary surrender. Many times it will be possible to arrange for bail, and many times it may be possible to keep you from doing any serious time depending upon all of the facts of course.
