There are very few things for which people cannot be sued. Many groups can be sued too. The issue is, can your claim survive a Motion to Dismiss or for Summary Judgment for the Defendant. You have not provided near enough facts to determine if your facts will support a successful suit. You should consult directly with a civil or administrative law practice attorney in your area. Do so soon, as you may have a very limited time in which to raise your claim.
