When a warrant for arrest is issued, is it necessary that the authorities try to contact the person for whom the arrest warrant is issued?

No. Common sense tells us that notifying everyone of outstanding warrants would result in many people leaving the jurisdiction. If you are worried that there is a warrant issued for you, an attorney might be able to find out for you and make everything that follows a lot easier for you.
