Can the school recommend or mandate that a student be home schooled?

Yes. It can if by "home school" you mean "home bound" education.
If there are safety issues (for example, if the child is violent and presents a danger to others) or if the child is infections (for example, he has tuberculosis and might infect others) the school board can require that he be "home bound" and that his needs be met in that way.
This means, of course, that the school continues to provide instructors and instructional resources.
