A+ program contract

In 2001 my son signed a contract with the state of missouri concerning the state's a+ program. He has kept up his end of the bargain, yet the state has already dropped some of the benefits they were offerring in the contract. They have not had my son sign a new contract. Shouldn't they be forced to hold to the original contract as signed? Is it legal for them to ammend the contract without having a new one signed?

My guess is the original "contract" probably contained language which stated that the state could amend or change the contract but you couldn't. If that language is there, then yes, it is legal.

On the other side of the coin, your rights are set forth in the contract, and you probably ought to have an attorney read through it to help you determine whether you have additional rights or not. Sometimes these documents are not well drafted, and any ambiguity is construed against the drafter, meaning that if the state made something unclear, they have to bear the brunt of that lack of clarity.
