Legal Question in Elder Law in Missouri

My husband has a mother and step-father who are elderly. His mother has cancer and constantly getting treatments, blood etc. His mother has a grandson who is 24 years old with no job and is constantly asking them for money. Its not that they don't have it to give, its the fact he wont hold a job and support his self. They are both always stressed out about this but they continue to give him money. He will lie to them about the excuse for asking for the money. My husband's nephew is healthy and strong and tells my husband constantly he is looking for a job but it just a con to get him off his back. My husband has talked to him at great lengths to try to get his nephew to stop asking them for money but he still continues. His step-father will give him money just so he doesn't upset his wife. What can my husband do to stop this boy he has no guilt in asking for money and takes advantage of these pool sick elderly couple and he doesn't worry about his future and how he will survive as he gets older and the grandparents are gone.
