Can a sibling with a poa keep another sibling from knowing where a parent with demintia has been placed for long term care?

It may be possible for a POA holder to do this if no one seeks court assistance in obtaining the location information. You may need to file an allegation of neglect or abuse to get the probate court to look into the welfare of the parent. You can do this if you honestly suspect it.
