I'm 16, and my girlfriend is 19. Is it legal for us to kiss, have sex, or get married?

You will probalby need your parnet's conset to get a marriage license. If you and her have sexual relations, she may be fgoudn guilty of indecedent lioberties with aminor or what is comonly called statutory rape. It is seldom prosecuted, where the minor is the male.
