A 17 year old male both parents past away, he has no legal gardian, can he act as an adult and make his own decisions?

A seventeen year old may contract for food, shelter and medical care. If he gets emancipated, he may contract for other things. It seems odd that a probate court did not appoint a guardian for the minor.
