Legal Question in Family Law in Missouri

16 yr gets 21yr preg

so i know she(21 yr old preg) can get in trouble for having sex with a minor if someone wants to turn them in, but can ANYONE turn her in or would it have to be the 16 yr old's parents that press charges?

Who else do you think will be inteested in pressing charges? Possibly the juvenile authorities, the school authorities or someone else?
