Legal Question in Family Law in Missouri

Please advise on what can be done! My ex son-in-law has given his 3yr old (my grandson) rides on his motorcycle in areas where there is traffic. I have contacted the law and they tell me that as long as he is wearing a helmet (which he does) that, it is legal. I CANNOT believe they don't have a law against this!!! Isn't this endangering the welfare of a child? Please tell me who I can contact to discuss this. I am so upset I can't see straight. To make matters worse, the motorcycle has the "Ape" bars on it! The kind where the driver has to have their hands up above their head to reach the handlebar. How safe is this if, one is on the bar and the other around the childs waist. To say the least, my ex son-in-law needs to be evaluated on his competency. PLEASE ADVISE!!!

Perhaps if you bought your grand child a side car, his father would install it on the bike, and you could sleep better.
