If awarded half of someones retirement in divorce do I have to wait until they are retired to collect?

How else would you get the money? The company providing the retiurment benefits, is not required to pay it before the person retries. You may make a deal with the ex spouse to pay a certain amount of money now, in exchange for a waiver of any interest in the retirement benefits.
