Legal Question in Family Law in Missouri

My brother has lived with me since he was a baby. I don't have any rights.His mother and mine has had all legal rights to children taken away from her by CA. I live in MO. It has been 8 years now that I have had him. How would I go about getting rights?

Under the facts you described, you can apply to be the guardian and conservator if your brother.
