Legal Question in Family Law in Missouri

My brother lives in Missouri, he has legal custody of his 2 girls, 14 & 17. Their stepfather physically abused the younger one, and my brother got custody of the girls. Recently, he got a text from his ex saying the oldest was not coming home due to her being 17 and legally doesn't have to come back. What is he legaly able to do?

Your brother should consult directly with legal counsel in his area. These things can be Very fact-dependant. However, he should not take the ejection of where to stay, until it comes from his daughter, not his ex.
