Legal Question in Family Law in Missouri

My brothers ex took their son to Indiana and filed for support which my brother paid. He has seen his son three times in 18 years. The boy is now working, out of school. We think even living with his girlfriend, yet my brother is still paying child support to his mother. How can he stop it? Where do we go for help? He would even be willing to keep paying for health insurance even needed but he see no fairness in paying her weekly for nothing. Thanks for your advice.
