Child Abuse

I have a question, and I hope someone can answer. My friend was hit with a belt a couple times. Does this qualify as a child abuse case? If not, what does it qualify as? Lastly, how many times must she be beaten before I can report it?

In Missouri, an adult purposefully striking a minor with a belt is child abuse. You may report this occurring each time. You should call the Police or the Hotline to the Division of Family Services. Your friend can also make the call, or report it to a teacher, police officer or clergyman. These persons can call DFS.
